Cottage Food

Advantaged

Alaska is one of the most permissive states in the nation. The Homemade Food Rule (HB 251, effective Aug 24, 2025) removed the sales cap and allows in-state online sales and shipping/mail (perishable foods may not be sold through a third-party online food hub); no food safety training, no home inspection, no health-dept license — a business license is required (fees vary by locality). Uniquely allows TCS/perishable foods including refrigerated items like cheesecake and fresh juice. No out-of-state shipping.

Honey

Advantaged

Alaska is extremely permissive for honey — no permit, no revenue cap, no apiary registration. Even TCS foods allowed under HB 251 ($250,000 cap). Honey falls under the broad cottage food framework. Anchorage repealed municipal license requirement in 2025.

Food Freedom Laws

Advantaged

Alaska's Homemade Food Rule (HB 251, signed 2024) exempts homemade food produced, sold, and consumed in-state from labeling, licensing, packaging, permitting, and inspection — eliminating the prior $25,000 cottage cap. Permits homemade refrigerated/TCS foods and some items containing meat. Direct, in-state sales (farmers' markets, fairs, farms, homes, and shelf-separated third-party retail).
