Hawaii has no revenue cap. Food safety training required before selling, but no permit required. Act 195 / HB 2144 (HAR Ch. 11-50, effective Aug 24, 2025) added in-state online sales, mail order, phone orders, in-state shipping, and wholesale to permitted food establishments — Hawaii previously allowed in-person sales only. The same Aug 2025 update also allows pickled, fermented, or acidified plant food products (pH ≤ 4.2 or water activity ≤ 0.88). No out-of-state shipping.
